Put the sugar in the ladle and hold it over a low to medium heat fire. When the sugar starts melting, mix consistently with a chopstick while raising the ladle once in a while when it begins smoking.
Repeat until there are no lumps in the sugar.
Once the sugar is completely melted, let it cool a little and add in the baking soda.
Stir vigorously until the baking soda is completely dissolved.
Pour the mixture into a non-stick baking sheet. You can also put a lollipop stick on the mixture to serve as the handle.
Once it cools down slightly, lightly press it down using your hotteok press or bowl until you reach the desired thickness.
Stamp the mixture with a cookie cutter of your desired shape.
